Yes, you can be conservative on some issues and liberal on others.

Heck, you can be conservative and liberal on the SAME issue. For example, I am against the death penalty (liberal) but I am all for ending someone's life if they have demonstrated they do not deserve it (conservative). I am only against the death penalty because I don't believe any government should have the power to kill it's citizens.

but what exactly makes someone a conservative or liberal. can you be both?

Conservatives favor fiscal freedoms and social restrictions, whereas liberals favor fiscal restrictions and social freedoms. Libertarians (if you go by the U.S. definition) favors fiscal and social freedoms, whereas authoritarians favor fiscal and social restrictions.
