Are humans by nature.Higher then fallen angels in the bible?

Yes -- basically.
A born-again believer has authority to cast out devils or fallen angels so they have been repositioned to be higher than. I believe (personal viewpoint) that non-believers have the capacity to not let themselves get possessed or controlled by demons (though they can be influenced) - but not greater than

Not sure what you mean by higher. However, I assume your use of the word nature, suggest make. That would be No. Angels are higher than humans in nature.Are humans by nature.Higher then fallen angels in the bible?

we humans do so....unto anything less than ourselves

do you think the loss of position reduces ability?

Humans are not considered to be higher than angels, or even higher than fallen angels, but humans are able to ascend whereas angels perform work for the universe. Angels do have amazing abilities that allow them to perform specific tasks.
There are many levels between the material universe and heaven. The angels are formed in these levels, not heaven. Some angels do go to heaven to perform certain work but they are a very small percentage.
The fallen angels are judged by very powerful and ancient angels called the Ancients of Days. They are the angels Supreme Court. God does not get involved in angelic affairs.
