It could be that Pennsylvania has a set of standards that any student must meet, regardless of where the education takes place. That the Newborns and another couple -- Thomas and Babette Hankin may believe that God is their math, the state non-the-less has an obligation to the children of its citizens and to the state's future. That is a minimum testable acquisition of knowledge quite apart from beleif.

Reporting within those conditions will most likely not reach a level where religious belief trumps the burdens of reporting.
