Well first of all the eternal punishment is for rejecting the gift of eternal life, it's available, whoever is thirst can come and drink. But as far as the opening post goes that's definately true, and I don't know exactly why but that's the way it is-

Eccl8:11- Because sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil.

And as far as the revelation from Peter I'm not so sure about that source.
