More evidence of evolution?

Is this a new "species" development in progress?
Only if all of the polydactyl people got together and stopped interbreeding with the rest of the human population. Then maybe after many more generations there might be enough genetic difference that they couldn't breed with other humans anymore.

Actually it's more of a developmental throwback. Caused by an error of the Hox gene Sonic hedgehog. The first tetrapods had as many as eight or twelve digits per limb.

Species do not arise from "hopeful monsters".
And this kind of polydactyly isn't that uncommon. I've seen photos of similar examples from 2002.
