My comments: Honestly, this is sad to hear, and probably illegal. Though I do believe that this happens sometimes.
It's not legal.
The tenant should sue, & win big in civil court.
It reminds me of an out-gooing tenant who tried
to sell my appliances to the in-coming tenant.
That's not legal either.

People, people, people....
Be honest with each other.
Life will be better for all.
