Ive seen some say in some places/countries you need the 2 shots(or one J&J) plus a booster to be considered fully vaccinated.

I think that’s what my country (Australia) reckons. Though Omicron has torn through our hospitals recently. So that very well might change to needing the current booster to be considered fully vaxxed.
I know in some industries with the vulnerable (aged care, disability) that’s apparently the case already. But they’re usually more strict by default so.

It depends? I’m not sure. Only businesses which allow for people to be unmasked (restaurants etc) here need vaccine proof anyway. Not sure regular businesses need to. Yet.
