Sam has free will.
Bob has free will.

Sam is a bad guy. He kidnaps people of Demographic X and does bad non-consensual stuff to them
Bob, and only Bob, knows what Sam does to people of Demographic X.

1) Bob gives Sam unfettered access to Demographic X.
Has Bob done anything immoral? Why, or why not?

2) Sam kidnaps people of Demographic X to which Bob has given him access and does bad non-consensual stuff to them.
Has Bob any moral culpability? Why, or why not?

Depends on if Bob had a free choice in allowing such access, but your story seems to presuppose that he does, so I would answer yes.

But if you are trying to convince a bunch of delusional apologists their God has acted immoraly for allowing Satan access all I can say is good luck :)
