Fighting anxiety vs utilizing anxiety

As I understand it, social anxiety is something almost everyone has a little bit of - and if one doesn't have it then that's a problem in its own right.

Anxiety is useful in preventing us from doing things that will make us look bad, make a fool of us, could hurt others, etc.

But it is also counterproductive when it makes you completely silent, when it makes you isolate yourself, and when you decide not to do something that could potentially bring you happiness. In this case I would no longer call this anxiety (which is a good thing) and call it overthinking (a bad thing).

How do you tell the difference between overthinking and anxiety? How do you know when to listen to your anxiety and NOT do a certain action or say a certain thing? And how do you know when to fight your overthinking and dare a certain action or say a certain thing?
