In Dante's Divine Comedy, barrators are those people who are invested with a public office, so they administer taxpayers' money on the community's behalf, or on the nation's behalf. But misuse it in a very sinful way.
And so God punishes their misdeeds, because in Dante's world, Civitas Dei (the godly dimensions) coincides with Civitas Hominis (worldly dimension).
So barrators are:
1) politicians who steal money from the Treasury to satisfy very worldly pleasures.
2) politicians who are bribed to commit injustices against people
3) politicians or public servants who willingly persecute civilians and steal money from them.
4) public servants who misuse public money, by doing things only wealthy people benefit from
5) politicians who wage wars only because they benefit from them. Economically and politically.
6) politicians who bribe public servants to commit evil deeds against the commoners.
