Yes modesty in regards to dress is very dependent on culture. That's why modesty that is the most important has more to do with your attitude. Are you a show off? IN such a case it is almost synonymous with humility.
Generally we can determine murder by the harm caused someone else/. In the case of self defense there can be some gray area as you run into the issue of if the amount of force used was justified. Legal by way of the law not doing anything about it (as you describe in lynching) is still legal...

The Bible nowhere prescribes the covering of a certain amount of skin for modesty. The one time it does talk about modesty (1 Timothy 2:9). It talks about not wearing braided hair or jewelry. So it seems what is more important for modesty is not showing off. Not dressing too fancy.
