Twilight, not bright nor dark, good nor bad.
A best it was indirectly and had an unintended result. The US providing funding to a number of Sunni militias in Iraq in a vain attempt to stop the sectarian violence. Some of those groups may have joined ISIS. Although this was a continuation of Bush policy not something Obama created.
It would be nice if the blame gets mutually shared. I do think it was a lack of forsight on Obama's part as well as Bush.

US policy has done this type of thing for decades. Often a group will turn on the US or act more independently over time forcing the US to abandon or withdraw support. Happened in Vietnam and the South Vietnam government. The Diệm government for example.

There is also the probability of blackmarket weapons in any war zone... so it really would be so indirect that it becomes a ridiculous accusation.

No due to funding itself and fungibility of money. Hence indirectly without an accusations of malice intent and why I mentioned the intent of the funding as it was provided not as it ended up being used. The US dumped millions into Sunni militias. If I remember correctly at one point 450 million USD was tossed to various groups.

Could the US have been more careful or less trusting? Sure.
Was it some plot to manufacture an enemy for later? No, in my opinion.

It is the typical enemy of my enemy so lets throw USDs at the problem as per US policy for 50 years.

Turns out Twitter is banned in Iran. What's more likely : bunch of Iranians running VPNs liking the US president's tweet, or a bunch of troll farms liking the tweet while posing as Iranians?
