In the bible Jesus states that Satan the Devil is God of this World.
In Romans 13, the text states that the world governments are in place for God and doesn't mention YHWH as that God.
Also in Romans the text states that enemies should be fed and prayed for not gone after, which seems to me as the rules of the God of the universe (Jesus) laying out what he expects for those that are true followers.
Because the rules in Romans 13 state they are for God of this world, that means that all governments of the world are working for Satan the Devil.
It also means that those governments that go to war or participate in anything contrary to Jesus' commandments means a telltale sign that those who do such things, as Jesus stated, are 'not of God', hence, part of Satan's earthly organization.
So As it's stated in the bible, Satan is both "God of this world (or age)" and "ruler of the governments" because in Matthew the "Tempter/Devil/Satan" offered Jesus the "kingdoms (governments)" of the world and stated that he, Satan, had been granted rulership over them.
So, Satan is the President/King/Prime Minister, etc. of the world's governments.
God is NOT ruler of this world because if he is, then Jesus is lying in the scriptures that include Revelation where it says that Satan would be misleading everyone. The only way he can do that is if he is in power and control of the world.
