I don't think a clearly defined definition exists at the moment.
There are several clearly defined definitions.

Seems the problem you are having is finding one that your favoured group would not fall into.

I think if we define it as "unlawful according to natural law or objective morality", we can define that way. But then when does it become lawful or unlawful per rules of natural law or objective morality?
But then you run into proving the existence of a natural law that would apply to terrorism and that objective morality is something other than wishful thinking.

From this perspective, you can define it and it would be objective. But why is governments are allowed killing innocents and they are held less responsible for it and hated less then terrorists? This seems like a double standard to me.

Individual nations agree to treaties. No doubt including most if not all midfle east countries

Middle-east countries was imposed on Muslims and most Muslims don't accept either their governments or the concept of countries being best for us. We want to return to one nation.
