I think the better questions are:

Why do people build homes on sand bars in hurricane zones?

Who do people who live in hurricane zones and have two days notice of an incoming hurricane not have enough food/water/medicine for at least a week?

We're humans. We're supposed to be smarter than this.

Humans are not smart enough to stop building weak homes in hurricane areas? It's well within our ability to build homes strong enough to withstand even the strongest hurricane winds. The government shouldn't have to enforce being smart.

I think that if we focused on methods to understand and control the climate on our Earth, that, that would be a much better way of going about protecting ourselves. We look at all these storms as "Natural Disasters" but yet why don't we actually do something about it? Is it inhumane to be able to control the world we live in? Perhaps I am being a bit too futuristic for some but the idea is there.

What happens if Earth gets tilted off its axis? We die. Our planet spirals out of the goldilocks zone, we freeze. Everything on earth dies. So why not put more money into THAT, generate more Scientists and Engineers to work and contribute to the devlopment of instruments that can stop hurricanes and massive tsunamis.

We spend more money on the idea to blow each other up than we do on protecting our species and all living creatures existance.

Just a Futuristic idea.

What's the answer? Uh, not building homes on sand bars in hurricane zones is one answer. Increasing the house/roof design wind load in a hurricane zones might be another. And you know, another good idea might be to not put the generator pumps in the basement or bottom floor of a building in a hurricane zone where they can get flooded.

Does the government enforce building regulations? Yes, they do, and now it seems they need to make more rules.

Good question! Can't answer, but just in case somebody can, could they also answer any of the following:-
Why does God send tsunamis?
Why does God send plaques?
Why does God send train wrecks?
Why does God send murderers?

Because that's the way the game is set up.

Why does God allow people to die?

Why does God allow people to live?

I don't have the answer to either of those questions, but I wouldn't be surprised if it were the same answer.

Not necessarily ^ although very probable. (We did survive the impact that took out the dinasours and originally put us on our axis).

The possible asteroid impact that is thought to have brought about the extinction of the dinosaurs did not change the earth's axis.

I think you're confusing that with the theory that the moon was made from a very large impact upon the earth. That was billions of years before the dinosaurs.

Does any parent pity their child because the child cannot solve complex problems yet?

If this means that the child is about to injure herself, would a good parent not intervene? Seems like a rotten way to teach your kid a lesson in complex problem solving...
