I agree... The Faith of the Parent is needed! BUT.... The Church does state even an unbeliever can baptize in an emergency!

The faith of the individual who is to be baptized is required. (Mark 16:16) (Acts 8:26-40)

Just b/c the Catholic Church says something does not mean God condones it.
