So why aren't the Dead Sea scrolls included in the bible? And what about some of the more controversial material to be found in them?

The dead sea scrolls are in the Bible. They are older copies of the books of the old testament (except Esther, that was the only book not found among them I believe) that date back to anywhere from 200 to 68 B.C.
