It varies from region to region: Global age distribution by region 2023 | Statista

Good answer, and also a good example of lying with statistics.
Notice that the brackets are not equal. The youth bracket is only 14 years, while the adult bracket is 40 years.
So what ages would you put in the brackets ?

That's pretty arbitrary, just make them equal.
Decades would be a possible partition, but if you want to have only three brackets, 0-40, 41-80, 81-120+ would be reasonable. Very few people get older than 120, so it doesn't invalidate that that bracket is open to one end. 0-30, 31-60, 61-90+ could also be argued for.

When your bracketing has a special purpose, it is also OK to have unequal brackets, if you are open about the inequality.
E.g.: you want to know the bracket of people who support the unproductive. 0-22, 23-66, 67-99+ would then be OK (for Germany).

I think it's done that way to illustrate the size of a country's workforce.

Do 15-year-olds enter the work force?
Maybe in developing nations, but surely not here. And, as I said, if that was the case, the author of the graphic should have shared that purpose.

I think 16 is the age in the US as being considered part of the workforce, although I think labor laws allow for 14 and 15 year olds to do part time farm labor (with some restrictions).
