I believe that attribution has no foundation.
I believe the verse does not say it is in effect only that it still exists.
I believe the author wrote that of the covenant not of the law but the old covenant was a covenant of law and the new covenant a covenant of grace. There is no doubt that grace supersedes law.

It is evident that you have chosen the testimony of the false prophet Paul, over the Word of God, and the testimony of Yeshua, which is the Spirit of prophecy (Revelation 19:10), which is the petras (foundation stone) upon which the house of David is built on (Matthew 16:17-18). And no, Paul nor his followers were set free from the law of sin and death, and they all died.
