Harris plans to visit Mexico and Guatemala, although part of the problem is that some of the governments she might have to deal with (such as El Salvador and Honduras) are ruled by corrupt strongmen. The article indicates that large swaths of El Salvador are controlled by the drug cartels.

It seems the first step should be to end the War on Drugs, as this seems to be a major contributory factor. We should also examine our Central American policies in a historical context, emphasizing our long-term interference in the region and the consequences which still persist. The history of companies such as United Fruit should also be looked at.

I do agree with this approach overall. It's better than simply obsessing over the border itself, which is merely a symptom of the deeper problems affecting our neighbors to the south. It's good that we work directly with the governments involved, although we'll have to find ways of eliminating the rife corruption which is evident.
I.d like U.S.foreign aid paid directly to the head of low-income households in the Northern Triangle countries of Central America ( Guatemala, Honduras and El Salvador ) I'd like $165 per month, which goes a long way in impoverished Central America, paid directly to the aged 18 to aged 40 head of the lowest 4 million low-income households in El Salvador, Guatemala, and Honduras. Eligible participants of this aid would just need to provide a copy of their utility bills addressed to them at a low income neighborhood location and they would also need to provide documentation
of their age being 18 to 40. This nearly $8 billion of annual U.S.foreign aid would be paid directly to impoverished Central Americans, thereby circumventing corrupt Central American officials. This economic assistance would be an incentive for Central Americans to remain in their native homeland, thereby solving many of the Western Hemisphere's migrant challenges.
The oost of this U.S.foreign aid could be paid by reducing U.S.foreign aid to other nations. This eight billion dollar annual investment towards the Northern Triangular Central American nations would save U.S.taxpayers the cost of having to help care for hundreds of thousands of Latin American migrants.
