Obviously it causes terrorism and criminal gangs or didn't you read the paper?
Didn't see anything about criminal gangs, and the only reference to "terrorism" was as a component of online postings, not as a result of porn.

"Despite our repeated calls to action, harmful and illegal content – including child abuse and terrorism - is still too readily available online."

Actually I found some claims inside the whitepaper, but it was locked in pdf form and could not be cut pasted. That's the problem with PDF which has no internal data table structures. Its near impossible to get anything out of it without buying Acrobat, so its portability is a joke. So we have a government document that we can't publicly discuss unless each one of us directly downloads the pdf or one of us retypes everything. Most of the items on the white paper have to do with abuses that involve porn such as revenge porn. No direct harm is claimed.

Not to mention a lot of horny people. It seems that some people think it's just as bad. Bloody Puritans. =O]
That could be what it is, but we should take a look at the reasons given before commenting on it. I'd say they have not got a logical argument in the whitepaper, and I'd say that the MP's don't understand the bill they have endorsed either. All the technical details are vague and left open to discretion -- to be announced.
