I agree. For years everybody met at our house for Halloween for pizza before both adults and kids went out. Kids were in costume, adults usually just a mask. It was fun for all and safe for all. When it got to cold or the kids to tired everyone came back to the house for a dinner and kids sorted their haul and parents inspected. Was great family fun. Where I live there is no curfew, I usually turn the porch light off at 9pm.
