Again, what is the question? The Torah forbids getting a tattoo, but, having one after the fact is not forbidden.
It seems like what youre saying, is that, technically, you could get a tattoo, /disobey Torah, but afterwards, its negated. So it seems like its a de facto allowance of tattoos.

My mother had a tattoo as an identifier of her
status in Buchenwald, in more recent times
it was removed, as technology allowed it.

No, it is a statement of what action, not what status is forbidden. Getting a tattoo is forbidden. If I repent but have the permanent marker, I am not punished for still having the tattoo. That doesn't change the law about getting one.
