To act or not to act?

The situation: Let's a mother had 2 kids removed from custody when they were little babies without the option to recover them. They are probably well in their 30s. The sibling and other family members want to get to know them. The opportunity has arose to where the information may be released.

Here is the issue:
If you act you could change their adopted sibling's life, and truthfully is a life changing experience.

If we don't act we will never know.

Has anyone seen any research or had this experience to say what is the best solution? Let your opinions be known!!

Ha ha. I guess we as humans do tend to focus on the worst possible scenario. I guess though " what is a very plausible scenario" I have no idea.
