I hadn't heard of this before, and I didn't have time to watch the entire video (too long), so I read the article about it instead:

Interesting that the State of Massachusetts wanted the film banned, probably because it made their state government look bad. But such abuses would have been impossible to conceal over the long term.

A similar institution was exposed by Robert Kennedy, the Willowbrook State School in New York. He called it a "snake pit." Even Geraldo Rivera exposed them in a televised report - probably one of the only good things Geraldo did in his entire life.
