“… with God all things are possible.” — Matthew 19:26

“…The LORD was with Judah; and he drave out the inhabitants of the mountain; but could not drive out the inhabitants of the valley, because they had chariots of iron.” — Judges 1:19

Surely the latter was not God, perhaps he believed God was with him that day but if so why the failure in the Valley.

God told Israel that He would drive out the inhabitants of Canaan bit by bit, not all at once, lest the land be over run with wild animals and I think it was weeds. It was not God who could not do it, it was the Israelites who could not do it and it was God who wanted it that way for the time being.
A better translation gives a better understanding.
Judges 1:19 The LORD was with Judah, and they took possession of the hill country; but they could not drive out the inhabitants of the plains because they had chariots of iron.…
