Head coverings for both sexes have been standard in the Middle East for millennia.

The reason is obvious: the sun, combined with the lack of shade in a desert climate.

Head covering was the norm for both men and women in India. Of course, shade from sun was a part of the reason, hiding unkempt hair could be another. It was also for respect of elders.
