Revelation of course is written in very-vivid word pictures and often symbolic.
As Galatians 4:26 mentions that Jerusalem ' above ' is now mother.
Natural Jerusalem on earth was the seat of government on earth for those fleshy Jews.
Since Pentecost ' new Jerusalem ' located in heaven became the ' seat of government ' for the Christian congregation.
Revelation 21 vs 1,2 is in connection to new or heavenly Jerusalem as the seat of government.
Heavenly Jerusalem will gain rulership over earth - Notice about Jesus subjects or earthly citizens at Psalm 72:8
Please also Notice 2nd Peter 3 vs 5 and 7 besides verse 13.
There are three (3) heavens and earths mentioned:
1st at verse 5 there is the OLD heavens and earth - of Noah's day
2nd at verse 7 there is the NOW heavens and earth - of our day or time frame since Noah's day.
3rd at verse 13 is the NEW heavens and earth where only righteousness dwells or exists on earth.
So, Peter was Not talking about God's literal heavens and earth but as in the past: corrupted governments.
Corrupted human society. Not a corrupted planet, but to annihilate wicked ones - Isaiah 13:9; Psalm 92:7
Jesus' coming ' millennium-long day ' is a ' day of salvation ' for the righteous ones of Matthew 25 vs 31,32
Those humble or meek or ' sheep'-like ones can continue to live on earth right into the start of Jesus' coming 1000-year governmental rulership over earth. - Psalms 72 vs 8,12-14; 37 vs 11,29
