1983 was when the movies Wargames and The Day After came out. I think more people were afraid of a nuclear war happening by mistake than by some intentional act.

Some are still worried because the nukes and delivery systems are still in place, and still targeted, and still ready to launch on warning...and still subject to some nutcase on either side or no side setting it all off...
