OK....they aren't really "oligarchs". But these
wealthy kleptomaniacal individuals with close
government ties are called that in the media.
And the term enables a good acronym.

People who disappoint or run afoul of Putin
are dropping like flies. Many fall out of windows.
Others are poisoned. And a couple times, a guy's
entire family dies along with him.
Another mystery death in Russia as space boss 4th official to die in DAYS
Sudden Russian Death Syndrome

I don't know what is debatable about this.
But I'm sure that Putin apologists will rise
to the occasion.

Putin’s current out of control behaviour, however, goes far beyond the impulses of his core personality. One of us (Owen) has defined the diagnostic criteria for a gross personality distortion caused by extreme power called the hubris syndrome. Its features include narcissism, grandiosity, a conflation of personal interests with those of the nation, impaired judgment, diminished risk awareness and widespread contempt for others.
Inside Putin's Mind: Absolute Power has Blinded the New Czar

I suspect absolute power leads to absolute ethical corruption.

Putin's power in Russia seems about as absolute as a world leader can get.
While I doubt anyone would be immune, though it seems Putin had a head start down this road.

In exploring the past of prominent figures who seem to display features of narcissistic personality disorder, I have found that many of them were childhood bullies who may also have been bullied by others. The bully is a special type of narcissist who offloads or projects his sense of defect into the victims he persecutes. I’m not a loser, you are. I don’t feel vulnerable and afraid, you do. Though younger and smaller than many of them, Putin fought back against the courtyard thugs and became something of a bully himself. With an explosive temper and thin skin, Putin regularly took offense, instantly lashing out with violence. According to Gessen, one childhood friend recalls that if anyone dared to insult Putin, he “would immediately jump on the guy, scratch him, bite him, rip his hair out by the clump—do anything at all never to allow anyone to humiliate him in any way.”
Vladimir Putin, Narcissist?

Nor are the french... About 15 years ago a guy was arrested in Paris for multiple child molestation and murder. He was held at the prefecture for questioning and mysteriously jumped from a 5th floor window.

I was in paris at the time and on a visit to Notre Dame i noticed that all the windows of the prefecture (opposite) were barred.
