Those rates are not representative of the average rent here. The rates you linked to are very high, and without doubt in affluent neighborhoods. Even for the LA and SF metro areas I wouldn't be paying that much. My parents will be getting a house in the Valley for around that monthly payment.
And remember, I've been complaining that going to almost 1000 a month is too much for the quality and noise of my apartment and that I can get much better for just a little more or stay in the same area for less.

Between about $700 - $900. I could get as low as $500 - $600, but those aren't good parts of town.
And remember the San Joaquin Valley is a good-sized chunk of the state. From Hammond to Fresno, rent will vary. And its filled with people who moved from La and the Bay area.

I just scrolled the map a little bit to the left and saw a 1 bdrm for $700/mo. in Compton. That's the cheapest I could find. Others are much higher.
The only Compton I know of in CA is near LA.
(It's where the riots happened.)
It was pretty bad when I lived in the area in the 70s.

Having now read the article, all I see is that if you're fibbing about where you actually life, then the tax authorities will take a dim view of it, and collect tax as it applies to the true position.

What do you think they should do instead?

It should be case closed when the residency requirements in the new state are met.
