I watched a documentary about foreign Catholic priests "imported" to Germany. Unfortunately, the documentary as well as the study it is based upon is only available in German. The orders who send the priests usually receive financial remuneration from the German church in return. As priests are expected to obey their superiors, they can't refuse if their order sends them to another country.
