In East Germany when it was still around it was common for soldiers and officials to have numerous medals but many didn't mean much. You could get a medal for three or five years of driving a car without an accident and other silly things. I'd say it was just a cheap way to attempt to boost morale and make them look impressive to those who are impressed by such things.
