Does or should a President have this?

I ask this question on the heels of the budget that was just past. In the budget is some ridiculous amendment forbidding the President from moving and consolidating an Embassy in Italy. This proposal was initiated under the previous administration and is said to cut cost to the tune of $1.4 Million Dollars a year.

Additionally there is an amendment in the bill to NOT allow the President to turn the Drone program over to the Dept. Of Defence getting it out of the hands of the Intelligence Community.

I wonder what the conditions are....? While reading the budget is "dry" it is interesting to see where money is going.

It was tried for a bit under Clinton, but the Supreme Court ruled it unconstitutional in Clinton v. City of New York . The only way a President can officially object to proposed legislation is to veto the entire bill and send it back to Congress.
