No. The New Covenant was aimed at Jesus’ followers who, according to the gospel writers, included Gentiles. Jeremiah isn’t the New Covenant.

Matthew 5:17-20
Yeah. This occurs near the beginning of the first discourse. It refers to the inclusion and care of the vulnerable: the poor, downtrodden, powerless, as outlined in the beatitudes. It refers to the Law concerning hospitality. Additionally, Jesus has fulfilled the Law, so the treatment and understanding of the Judaic Law is now properly understood in a different light.
