Yes, but read what these rules actually say. They do not generally say you need to wear them all the time outside. You need to wear them in public indoors, or when in close proximity to other people etc etc. In other words only in certain circumstances and not generally just when outside.

Same here. As long as one maintains social distancing there is no problem with going maskless outside in my state, and we were one of the early adopters of mandatory masks.Wait. We’re supposed to wear masks outside?

Yes, that is certainly confusing, I agree. But to date no such regulation seems to be in force, so you should not pretend that there is.
