I thought this part was interesting:

So according to the chart all are responsible.
One of the years China held the summer Olympics in Beijing my daughter was there for work. She always ran once a day but here she said it was near impossible due to the smog and heavy air. But amazingly as the opening date approached the air was pretty cleared up. So it can be done.
