NYT says we may have a reason to challenge of lifting of sanctions

This says Ogligarch has a better reason to want the lifting of sanctions and will benefit from it. I did not understand it all this article wants you to have a subscription to read it. However the first couple of lines of what I'm talking about is there to read on top so.They may have reason to challenge lifting of sanction in Russia.

This because Italy has been pushing the US to lift the sanctions on Russia.
Also...you know...we could always exit the NATO, ally with Putin and Assad and turn the Mediterranean into a Russian lake.
