Yes, and I believe that is the preferred spelling. However the alternate spelling is also sometimes used and that was the case with the quoted source. Being an Israeli newspaper, and the original story would have been in Hebrew, might have led to their English translation. Of course the Moldovan capital also has multiple alternate spellings in English.
