Russians have a democracy (of sorts).They elected Presidents Putin (ignore the Russian joke " Congratulations Mr Putin good news you won,the bad news no one voted for you."
Its to some extent not countries that seek war and conquest .Its their leaders.This applies to all countries worldwide.The previous Russian presidents to Putin embraced a more spiritual path and would never have declared war on Ukraine.
Is the way to genuine democracy to have a Council of six with a rotating spokesman rather then have a President.This would help focus on party manifesto rather then personality at election time. In one African country the main religions rotate for presidency
So if there is a decision for nuclear attack.A Council decides and issues a statement.Its not the decision of one man.This is more democratic.

Should Presidents be like the Queen - figureheads we love - but actual decision making is shared by a small Council.
