That may be the case. But most satire carries offensive content. Some of the most celebrated American satires are also highly offensive. A great majority of satire aims to offend, this is mild to say the least. And as you mentioned not even broadcasted on mainstream television. Some satire is tasteless, some of it is smart political satire, some of it is offensive and funny at the same time. However you look at it, we are exposed to satire on regular basis, and much of it aims to to take shots at political, social and religious issues.
