In Genesis, we see the Lord walking in the Garden, we see the Lord asking for where Adam and Eve were (doesn't mean God didn't know where they were).
We later see God asking where Abel is (Again knowledge not so much presence)
God comes down to see what man is doing with the tower of Babel.
Then you have the prophets sayings of how God is always there and you cannot hide from God.
Do you believe the Bible teaches God dwells everywhere? Or in a specific location?
Jeremiah 23:24
Can a man hide himself in secret places so that I cannot see him? declares the Lord. Do I not fill heaven and earth? declares the Lord.

The eyes of the Lord are in every place, keeping watch on the evil and the good.

I believe the verses you quote above do show God's power to see or discern what happens everywhere in his creation. Notice, for example, the Psalmist asks "where can I go from your spirit?" On the other hand, the Bible speaks of heaven as the location of God's dwelling, and that Jesus appeared before the Person of God there. (Hebrews 9:24, 1 Kings 8:39)
You probably can't hide from the NSA, but I doubt they are omnipresent. Rather, they apparently use technology to know what others are doing. I believe Jehovah can use his holy spirit or active force to see what is happening, without needing to leave his place of dwelling. (1 Kings 8:43, Psalm 139:7,8)
