    I'm losing it clearly!

Post 31 you used the word "control"
Post 32 I asked about this "control"
Post 33 you said that you had said "approved" (rather than control)

Are we talking at cross purposes...?

I'm too lazy to investigate what you're pursuing.

I'm in the greater metro Atlanta area but still living by rural standards in a sense. She is feeding them but not enough. They have mange. I just witnessed two of them in a row and thinking just great there might be more.

But after contacting animal control and a Marshall talked to my neighbor it is entirely up to her to volunteer to take these cats in or call an animal rescue. They do have shelter. They do have water. That is a standard considered by animal control here. But they are not fixed and in my opinion not provided with enough food. I cannot do anything such as physically removing the cats without her permission. It's all up to her letting go and letting an organization take these cats.

    Thank everyone for their response.

That's ridiculous! That's the same as the police can't investigate unless the burglar contacts them. :rage:

Yes, you can remove the cats without her permission. Rescue groups here do it all the time. I do it myself.

Is she the registered owner? If so she's in violation of anti-cruelty and duty-of-care laws. If not, they're community cats, or feral, and are up for grabs.
Do they have tags? Are their rabies vaccinations up to date?

    Update....I'm so tired of this.

I know many of you were pissed off as I was but it's complicated. I posted this after taking one of the strays to an animal hospital but .... things got complicated. I found my neighbor laying down in her front yard passed out. After helping her the neighbors pitched in to help her out.

We found our neighbour sick, unemployed and struggling. After some intervention she is stable and she found resources to help save some of the cats. Sad to say not all of them. The Marshalls and the local Humane Society we're able to catch all but one of the cats the last I heard. More important is that she now has resources to help.

She tried to feed all those strays but could not afford it. Certain complications involving her family led me to lead to back off for lawsuits. But as it stands now, the cats who could be save have been rescued and she is reaching out for help.

I'm posting this because some of what others posted is absolutely wrong where I live. As I already stated. But some of the cats have been save and more important the woman living across from me who took them in is doing better and getting help.

All I can say from this experience, I'm not getting into details, is the importance of family and helping out your family.

    So there you go.

I'm surprised they didn't trap the cats.

I adopted 3 kittens from a feral colony of cats and trapped their mother to continue rearing the kittens as they were still too young at the time. She's been fixed and released. The shelter asked me if I would be willing to trap more cats from the colony and I did trap one feral that trusted me with traps they provided. Good thing as she was pregnant. Her kittens were saved and she was friendly enough to be adopted. Mom still came around where I still fed her and gave her water outside and then she was gone next year. Likely moved on with her colony.

Moms kittens are still with me and all are now healthy full grown cats and each a ton of joy.

All my cats were fixed and up to date on shots and physicals.

Sometimes if you adopt ferals its a good idea to do things first hand. Maybe even help your neighbor while helping yourself even.

I hope your neighbor gets the help she needs and gets her life together.
