In Chicago, they would have been rounded up by the local politicians and registered to vote before they were handed back to the rancher. Just standard operating procedures there.

if it had been the Dordogne the goats would have been rounded up and listed as ragoût de chèvre (goat stew) or chèvre bourguignon (goat in red wine) on the local restaurant menus with 24 hours

In Chicago, even someone's death fails to keep them from voting. That is, the goats there might not only end up on the menu of the town's French restaurants, but also help to elect the mayor and aldermen who might dine on them.

To tell a Chicago politician that he or she cannot win by 'getting out the dead' to vote for them is like telling a kid there is no Santa Claus
