There was a time when you didn't need a passport to go into Canada (I was about 16 then though). I assume that was connected some how.

there was a time ( pre 9-11) when Canadians did not need a passport to enter the US, we could do with a valid drivers license or any other govt issued photo ID, NO longer the case
