Women's dresses are often sleeveless, but I don't know of any sleeveless suits. Maybe a vest with a wife beater tee could become a new style.

I think they could relax a little on men and let them wear button up short sleeved dress shirts. Then the women could have their shorter sleeved dresses, and the men would be able to be more comfortable as well.

Well if the guys all have to wear suits I have no problem with the woman having to have their arms covered. Seems fair.
