Whether on the 360, PC, or PS3 everyone has they own way of playing Fallout 3, from a Gunslinging good guy, an evil stealth assassin, or any type of Neutral, we do thing different.
I'm on my 4th character right now, and waiting for Broken Steel(out not week), and this time it a max build character, I had trouble figuring one out so I'm using someone else build, but I did change a few of the perks to something for the way I play, I will post mine then will mention which one he used.

Ranger Battle Armor (I might go with Tribal power armor from the pitt DCL +15AP over +5AP, but with that -1 to AG it's a +13 to AP really, and TPA as less DR)

Lucky 8 ball
Yew's Bear Charm(works like the Speech bobblehead)
All the bobble heads and skill books
Quest perks:
Ant's Sight
Barkskin
Survivor Guru +6DR (he went with the +3% to Crits)
Wired Reflexes
I would also say that if you had the O:A dlc get the Covert Ops perk, it just adds 3 points to your Science, Small guns and Lockpick, but if done early one that's 3 point in those 3 that you don't have to worry about.
From the Pitt dlc: Booster Shot: Rad Resistance and Pitt fighter: +3% to Rad and Damage Resistance.
