You're a country. You have weapons and people to please. Your neighboring countries try to hide everything about themselves. This creates a threatening situation, does it not?

Assumption 1: a country has a duty to look out for its own population

Based upon that assumption, this country should have information about its surroundings and whether there are threats.

Assumption 2: a country has a duty not to threaten other countries which it is not at war with.

Based upon assumptions 1 and 2, said country should actively prove to other countries that it does not threaten them militarily, and they should be doing the same.

2. Given the threats the fly around the world, it's a nice idea.

Besides 'war' does not any longer mean killing people. Cyber war is actively being engaged in. And economic war is still with us.

That's what diplomacy is for.. it does work but you can't run off all your experienced foreign service people.

Trump doesn't see it that way.

Conversely; the above justifies espionage, doesn't it. Spy-craft is standard operating procedure; it's not an act of war?

Reality: You disclose vital information and are obliterated by a dictator on warpath. Or, consider "What would HItler do?" He would have taken in everything you'd give him. Do you think he'd give you truthful information in return or information to seem "truthful and peaceful?" A similar situation didn't work out very well for the Allies.

All of war is based on deception, and wars are won with information. In fulfilling my duty to protect my nation and people, if would take some notes on information control from NK. Not to that extent, but I would ideally want to have very little military information leaving the country.

That the human species as a whole erroneously assumes that which is unknown is automatically a threat is part of why we have so many unnecessary (or largely self-created) problems. We would do well to become a great deal more comfortable with unknowns and uncertainty.
