He educated the other cops, & avoided escalation.
No one was arrested or killed. No suit will be filed.

to avoid arrest for refusing to provide legally required
documentation, eg, license, registration, proof of insurance.

The cop could've been a wee bit more accurate & helpful,
eg, explaining that her right to "travel" doesn't require a
license, eg, she could be a passenger in a car driven by
someone else. But he did his job well enuf. But operating
(driving) the car does impose some requirements by law.
