Not a great point at all. China’s per capita emissions have tripled since 1990 while those of other developed countries have declined almost 20%. Even by the metric of per capita China is doing poorly.

It would seem that if we thought emissions per capita was the best measure, then Qatar has some of the highest emissions per capita. But, of course, if the world focused on bringing down the emissions of Qatar it would have very little effect on emissions world-wide.

It's a simple math.
Find what is the max tolerable CO2 level.
Evaluate how much CO2 per year per person can be emitted at the max to keep within this level.
Fix every countries quota based on population multiplied by CO2 per capita.
Institute tough penalties for those who exceed.

There. Done.

This isn't something that can be solved with "simple math" like you've done. It doesn't matter that you think the price has to be paid, because the price each nation is willing to pay is not the same - meaning some countries will be okay with the consequences of "too many" emissions. So even finding the "max tolerable CO2 level" cannot be done, let alone limiting based on emissions per capita.

Perhaps we and our allies should agree with imposing higher tariffs on Chinese manufactured goods until China significantly reduces its global warming emissions.

Companies and corporations that produce cars, coal, oil, gas, china cheap stuff, etc won't. If they are taxed, they raise the price = the consumer pays more.
Companies like Walmart even though having to pay higher tariffs will still import things from China and raise their prices = the consumer pays more.

Corporations and companies won't pay anything, in the long run, it will all be payed by consumers.

What? I am not sure what you are saying here. But if it favors a country that is more efficient in their production, meaning less CO2 per good produced, then that is a good thing. It could help the US economy.

Yes, that is true. But with the correct application of taxes sources that pollute more will end up paying higher taxes than those that do not. The consumer will end up going towards companies that pollute less because it is cheaper.

Please let us agree higher taxes against goods produced by polluters would incentive consumers to buy lower taxed goods manufactured by environmentally friendly producers.
